One accredited agent per polling unitEach step is a real loss, not a rounding. A nominated agent who is not accredited cannot enter the unit; an accredited agent who does not file leaves the result undefended. The gap between the first and last bar is the honest coverage figure.

Where the non-voters are
Registered voters who did not vote in 2023Derived: registered voters implied by each state’s valid votes and published turnout, less the votes cast. Approximate by construction — INEC does not publish a per-state register in a form we hold, so this is arithmetic on the declaration rather than a register read. Directionally it is the mobilisation map: roughly 69m registered Nigerians sat out, against 24.0m who voted at all.
